[UI] When user clicks to edit a VN, for a moment, private vlan and secondary vlan fields are shown

R3.0 2713 Ubuntu 14.04 Kilo multi-node setup
Create a VN
Then Click to edit the VN
The dialog box which shows up, shows the Primary vlan and secondary vlan fields for a fraction of a second before removing them.
It is undesirable.
