SM: netns_command keyword has to be modified in vrouter-agent.conf

SM sets netns_command to /usr/local/bin rather than /usr/bin

SM: rectify netns-command path

Closes-Bug: #1543941

TESTING:
1. provisioned single node, verified /etc/contrail/contrail-vrouter-agent.conf
has correct path,
2. launched 2 VMs, 1 VN, 1 Subnet
3. logged into a VM and pinged other VM,
4. did wget http://169.254.169.254/openstack and it was successful.
