Allow for arbitrary neutron binding: key to vmi_bindings in neutron adapation layer

It is anticipated that newer port-bindings keys (either in portbindings extension or in similar ones) will be added in neutron layer.
It is preferable that for every such new key we do not have to update the neutron-to-contrail translation layer (either at neutron-plugin-v2 or neutron-plugin-v3). So accept arbitrary binding: keys and persist (with binding: stripped) into the vmi.vmi_bindings property.
