Bug Description

https://bugs.launchpad.net/bugs/1526048 added support for atomic update of property lists.

It would be desirable to have an API to get and update an element of this list without reading all of the list values.
Another way to use the existing API is to treat the ListProperty element as a dictionary. Add tests to document the possiblility.

Support fetch from specific position for ListProperty type.
Add test to use the ListProperty based property as a dictionary.
