Bug Description

LBaaS member status shows "Active" even when the member is operationally/administratively down. Ideally when the member is marked down by the lbaas or turned OFF my the tenant, it should reflect correct status.
This causes confusion.

Fixing loadbalancer nodemgr code

This fix changes the way nodemgr code iterates
over all pools. Currently its falsely iterating over
haproxy.conf, etc files instead of pool_ids
