DPDK: vrouter agent in init state after bursty traffic non dpdk path

On Sending traffic to non dpdk VM at 100K pps 32K flows agent goes to init state, vif 0 nombufs keep incrementing

If traffic is sendt such that all teh flows are learnt, then sending traffic at 100K pps is fine

Verified with 3.0.2 Build 41 , the issue is no longer seen
