Bug Description

R2.20 BUILD 102 UBUNTU 14.04

VN is set to be in L3 mode

A Vm booted in such a VN is not getting its DHCP IP

Dhcp fix in l3-only mode

Issue:
VM didnt get ip address when spawned in a VN which has l3-mode.
This was because of macvmbindingpath absent.

Solution:
Always install l2-route irrespective of mode and in turn macvmbinding
will be available.
