Bug Description
In Contrail 2.21 with Juno Horizon UI, a network policy with underscore in its name fails to be attached to a network.
e.g. policy name with vn1-to-vn2 can be attached to a network, but policy name with vn1_to_vn2 fails to be attached to the network.
contrail version is version 2.21 (Build 102)
