Bug Description

R2.20 Build 105 Ubuntu14.04

Tor-agent's client info for XMPP service is not available from discovery clients list.

Ex :
http://nodeg11:9012/Snh_AgentXmppConnectionStatusReq? shows that tor-agent is connected to xmpp server.

But http://nodec2:5998/clients does not reflect this information

Queries from clients are not recorded by Discovery Server. Queries are same as subscribe api but with instance=0, in the setup
instance was not configured and hence the instance defaults to 0.

Change-Id: Id3ca34b18f8d4309ff2703b64186dbd2eb1e09e0 sets the default to "2" which will cause the discovery-server to
save the response subscription list to the database.
