DM: IRB IP leaked if VN<->PR link deleted/re-added

Bug Description

When a VN is extended to a physical router, DM allocates an IP address for the IRB interface. When the VN<->PR association is broken, DM tries to free the allocated IP, but this call fails. As a result, the IP address that was previously allocated, is no longer available in the free pool.

ip alloc, ip_free issue is resolved with 1487514. We will have to test this a build available after this checkin

Please retest to make sure that we dont have any other issue.
