Bug Description

In single node setup, Centos6.5 Icehouse , config processes did not come up after rebooting the node.

Sundar debugged the setup and found out if we kill contrail-api/ifmap , all the other config processes go to inactive state and does not come up.

When he removed the rules from /etc/contrail/supervisord_config_files/contrail-config.rules , supervisor config came up fine on killing contrail-api/ifmap.

In ubuntu things are fine.
