[2.1-Build 40] kernel panic was occurred after rebooting vrouter-agent

16:30 contrail-tor-agent-1 restart for testing purpose.
After restarting, all process were active.

17:00 contrail-tor-agent-1 restart for testing purpose.
After restarting, contrail-vrouter-agent kept initializing status.

vrouter-agent was not active for several minutes, vrouter-agent was restarted.
After that, kernel panic was occurred, also tor-agent core dump were created around the time of kernel panic.
