Bug Description

The way nova-compute informs agent about interface add/delete has changed from Juno release onwards. We need to update the Nova VIF driver to handle the new way of delivering notifications to contrail-vrouter-agent

Contrail VIF Driver changes for Nova-Compute

Add vif handling method for Creation/Deletion/Get of interfaces
in Nova VIF driver. Also add new Vif Model - VIF_TYPE_VROUTER
