vlan-id with only numbers before hyphen is not accepted by TOR

Due to this , tor-agent config is not being pushed and vgd started hogging cpu due to this

vlan-name: '26420552-467c-480e-b69d-7083f4a39e0d': Must have atleat one charecter in the vlan name string .

Merge from mainline commit.

PrePend logical switch name with "Contrail-"

QFX doesnot support logical switch name with all digits.
considering possiblity of uuid to contail only digits, we will
prepend contrail- to logical siwtch name and remove while
reading it back from ovsdb.
