Bug Description
R2.1 Build 1 ubuntu14.04 multi-node setup
Naveen pointed out the issue
VN1(10.1.1.0/24), VN2(20.1.1.0/24). Policy is applied to allow all traffic between these.
VM 10.1.1.3 was booted as a KVM VM
VM 20.1.1.3 was booted as a ESXi VM
ping between them fails.

* Add vmware physical interface mac receive route in all VRF.
Test case for same
