Bug Description
The heat resource implementation of network policy is limited to Service chain use case. It cannot be used to create simple network policy with action as "pass or fail"

- fixed heat network policy resource to support src and dst ports
- fixed heat network policy resource to accept pass as a simple action
- added a heat template for network_policy with pass action
- added a heat template for network policy with service chain
- fixed the environment files for network policy with chain or pass
