Bug Description

OpenContrail neutron plugin is not supporting portbinding.vnic_type during port creation.
Nova (in the juno) expects portbindings.vnic_type.

Support portbinding.vnic_type

Excepted since Juno. We return always portbindings.VNIC_NORMAL
VNIC_TYPE.

Also honor the fields parameter when adding attributes from the
base_binding_dict dict.
