Bug Description
Observed a case where neutron-server had stopped on config node startup. On service neutron-server restart it came up fine. The earlier failure was due ConnectionError being raised during VncApi initialization. Normally this doesn't cause an issue as the upstart script has respawn option so within 50s if api-server is up things are fine. The problem on this setup due to other as yet unknown reasons system was loaded.
Correct thing to do would be to retry VncApi connection on ConnectionError similar to neutron_
