While creating a subnet using neutron, user can specify gateway outside of subnet cidr.

In API documentation, I don't see anything to disallow this: https://wiki.openstack.org/wiki/Neutron/APIv2-specification

Don't see force_gateway_on_subnet option and its behavior of being set as true by default.

Please mark as invalid only if the above options works.
