installtion of contrail-openstack-control fail if target node is not able to reach internet and download packges

Bug Description

while provisioning server via server-manger results in following failures if target host is not able to reach internet and download packages or ubuntu repos are not configured (as in my case):

If this it true, it's not really server manager issue. Seems like contrail issue.
