Vm goes to shutdown state while trying to create snapshot ; Build 2197 mainline

Steps to recreate :

1. Launch a vm
2. Take snapshot using openstack ui
3.Image goes to deleted state.
4.Again try to take snapshot .
5. vm goes to error state.
6. No snapshot gets generated .

setup info :
