Combine several Julppu jobs into one config file

It would be more practical to be able to define all generated html files in one single config file, now in most cases several "jobs" i.e. several sets of html files and thus several config files are needed.

However, most of the attributes are common for all these jobs.

One possible structure for the config file would be e.g.

[Julppu]
...

[Html]
general html generation attributes

[Html-foo]
foo sub-job specific attributes, possibly overriding the generic ones

[Html-bar]
...

[Transfer]
...

it would also probably make sense to get rid of the [Scoreboard] section as it is really just 2-3 additional attributes to a html generation and is not relevant for any other forseen format (especially pdf).
