Bug Description

"deploy" command references the unknown "remoteApplications" collection on Mongo.
As seen here:
http://reports.vapour.ws/releases/issue/580795f4749a564aacb27af6

This breaks deploy.

Deploying charm "local:precise/dummy-source-0".
04:48:35 ERROR cmd supercommand.go:458 cannot add application "dummy-source": forbidden transaction: references unknown collection "remoteApplications"

You need to have the cross-model feature flag enabled. I will add some extra code to work around this.
