openstack storage provider fails when using an Openstack with a self-signed certificate

Bug Description

Found during resolution of: https://bugs.launchpad.net/juju/+bug/1777897

The OpenStack storage provider does not currently handle CACerts required to talk to an OpenStack cloud which has been bootstrapped with juju. This does not prevent juju from bootstrapping the cloud, however no juju storage functionality would be available.

$ juju destroy-controller --yes friday --destroy-all-models --debug
