state: cleanupRemovedUnit broken for any unit with completed actions

Bug Description
The code looks for all actions for the specified unit.
It then marks them as finished with the reason of "unit removed", but the assertion is that the action is not completed, but this isn't checked before we try.
This leads to the cleanup never being removed from the DB.
Among other things, this will prevent the model from being migrated.
