The local provider should just use ufw to enable the necessary communication when it starts up zookeeper.

Which ports are necessary for this, so we don't have to completely disable the firewall in the meantime?

The port is 2181. I think a better idea is to run the zookeeper in its own container, so that there's no need to open ufw ports.

I also got bitten by this just now using juju-core 1.13.3-1~1737~ubuntu13.04.1
