Bug Description
If the user launching juju is trying to do a local bootstrap and isn't in the libvirtd group you get a rather confusing error message about the virtual network card already being in use. Instead, juju should explain that the current user needs to be added to the appropriate group (bonus points: prompt for password and just do it for them)

I've seen this at least five times in charm school at UDS - using the local provider is often people first experience of using juju so we need to get the messaging right!
