default-series option has surprising behaviour

Bug Description
Environments can currently be configured with a default-series option, which controls the Ubuntu series to run on new machines (where available) and the repository collection from which to get charms (always).
It is currently optional, and takes its value from lsb_release on the local machine; this has the potential for surprise, because someone could run the same commands with the same environment on different machines and get different results.
We should require the option to be set, and generate the sample config with it set to "oneiric".
