Bug Description
The bootstrap command should error out in case the environment
already exists by the time the command runs, rather than
simply bailing out with a 0 exit code.

Use case:
trying to write a test script that builds and shuts down an environment entirely. If bootstrap cannot be trusted to only happen once, its twin, shutdown (or destroy-environment as has been suggested), becomes very dangerous as its very hard to make sure you're only shutting down what you've createdi n the automated script.
