Bug Description
several software systems need to expose particular knobs that are specific to themselves, like cassandra doing compaction, where the charm needs to expose a hook to allow for this specific functionality to be executed. Moreover this hook may either want to be run against all the units, or a particular unit. Juju should allow for metadata specifying custom hooks as well as a subcommand to execute them.
