Add debug hook cli flag for deploy and and add-unit.

Bug Description

This should help considerably when debugging install or start, as the debug-hook cli requires an existing service unit.

you can debug install and start hooks now, if you run the debug-hooks command before they execute. ie execute immediately after the deploy/add-unit cmd).

this has been fixed for a while afaics, not seeing the relevant commit in history on casual perusal of diffs. i verified behavior though.

I disagree Kapil. This is not fixed, because you have to be *extremely* fast and race with the unit agent if the machine agent that gets the service unit is already running.

The point of this was that you would create the service unit *with debug already enabled*.
