Bug Description
$ juju bootstrap lxd lxd
Since Juju 3 is being run for the first time, it has downloaded the latest public cloud information.
ERROR detecting local kube config clouds for lxd: getting cluster CA data: open /home/jordan/
$ juju clouds
ERROR could not get local clouds: detecting clouds for provider "kubernetes": detecting local kube config clouds: getting cluster CA data: open /home/jordan/
We should probably not blow up everything just because Juju cannot access data for a single cloud.
$ juju version --all
