juju model migration failure

Hello juju team,

while migrating a model to juju v3.4 controller, it gives below error. The model that we tried to migrate which is landscape has "SaaS" offered by COS. When we remove-saas, model migrate completes succesfully.

      migrating: aborted, removing model from target controller: model activation
      failed, expected 1 controller with model ac4ce495-f120-415a-8913-7f330445717b,
      got 2

This ID belongs to cos model.
