Bug Description
When deploying to OCI it is possible for Juju to select minimal Ubuntu images over the full images for AMD64 arch.
We don't support bootstrapping to minimal images at the moment and we only have code protections against minimal for arm64 images. We need to extend this catching of minimal images to all architectures.
This is a very hard problem to replicate as it is dependent on when an image was released by the Ubuntu team.
