Please move `juju` snap to the `core22` base

Bug Description

Please consider switching from `core20` base to the more modern `core22`.

As a random data point, out of the 20 snaps I have locally installed, only juju depends on `core20`, all others have moved to `core22` already.

Our current plan is to drop the local go plugin and instead use the make plugin. This will be done for juju 4.0 and probably the 3.x LTS release.
