`juju remove-offer` confused by JUJU_CONTROLLER, JUJU_MODEL env variables

Bug Description
If you're trying to run `juju remove-offer` but you have JUJU_CONTROLLER and JUJU_MODEL environment variables set, juju will report:
ERROR current model for controller $YOUR-CONTROLLER not found
If you unset those environment variables and then manually `juju switch` to the appropriate model you can run the `juju remove-offer` command without problems.
This was on a juju 2.9.44 model with juju client version 2.9.42.

The next 2.9.46 candidate release will not include a fix for this bug and we don't plan on any more 2.9 releases. As such it is being removed from its 2.9 milestone.
