Bug Description

If the controller api addresses change, then a k8s unit agent was to restart (without the pod restarting), it would be unable to connect to the new controller addresses as the config on disk is reset to before the controller addresses changed.

I'm sure the fix has also landed in 3.1, but I'm not sure if it made 3.1.6 or whether it won't be out until 3.1.7.
