[VRF] DNS may not be available when configuring a VRF

Bug Description

Hello,

When setting up a VRF in cloud-init/juju - systemd-resolved is not VRF aware, as such can only run in the default VRF.

This bug is to document this limitation, as the juju agent will attempt to pull resources (resolving hostnames) on the default VRF, which may or may not have DNS resolution enabled.
