incorrect location for download-tools

Hello,

I am deploying rockylinux and experiencing some difficulties.

This is the error I see

It seems the dataDir is coming up as /var/lib/juju/tools/3.2.0-centos-amd64/ when the juju agent is expecting /var/lib/juju/tools/3.2.0-genericlinux-amd64/.

Can we use the generic dataDir when the series isn't ubuntu, centos, or opensuse?
