Bug Description
When running juju scale-application for 0 on side car charms Juju correctly scales the application down to 0 in Kubernetes but the units remain in a terminated state within Juju’s state.
This has been fixed with the latest round of tear down work coming though for sidecar charms. However because Juju can get in this state pre upgrade with tear down changes the tear down work is not able to get Juju out of this bad state.
The status reported for units in this state is:
snappass-test/0* terminated lost 172.17.0.6 unit stopped by the cloud.
As part of the tear down work we need to be able to reconcile Kubernetes state with that of Juju to repair the broken application.

The next 2.9.46 candidate release will not include a fix for this bug and we don't plan on any more 2.9 releases. As such it is being removed from its 2.9 milestone.
If the bug is still important to you, let us know and we can consider it for inclusion on a 3.x milestone.
