Add support for LXD projects

Bug Description

Juju supports "LXD" clouds but always use the "default" LXD project. I'd be nice if Juju could be restricted to a specific list of projects on a given LXD cloud. LXD projects are ways to split a LXD server or cluster, see https://linuxcontainers.org/lxd/docs/master/projects/#projects.

Hi Simon,

Could you give us an example on how you would want to use this feature?

Would each model use a different project? Would you want juju to create a new project per model? Perhaps a per application configuration?

Hi Harry,

Thanks for the quick reply. I should have done better research myself before reporting this issue as Juju already supports LXD projects using a model-config key (`juju model-config project=foo`) and that works.

As such, sorry for the noise and thanks again!
