Bug Description

Hi,

I'm in the process of upgrading our various Juju 2.x controllers. On one of them, I'm running into an issue with `juju create-backup` failing:

ERROR while creating backup archive: while dumping juju state database: rename /tmp/snap.juju-db/tmp/jujuBackup-419451518/juju-backup/dump /tmp/jujuBackup-419451518/juju-backup/dump: no such file or directory

This controller is currently running Juju 2.9.32 and I'm trying to upgrade it to 2.9.42

FWIW, the lp:juju-upgrader is calling `juju create-backup` as follows:

| juju create-backup -m prodstack-is-beta:admin/controller --filename juju-backup-20230313-012205-prodstack-is-beta-ccf3a6e2-8f8e-4c4b-8caa-e425a9657be1.tar.gz

Ah, looks like a duplicate of LP:1998989 fixed in Juju 2.9.38

For those following at home, used the workaround in LP:1998989 as well:

| juju model-config -m controller backup-dir="/var/snap/juju-db/current"
