Bug Description
Hi,
I'm in the process of upgrading our various Juju 2.x controllers. On one of them, I'm running into an issue with `juju create-backup` failing:
ERROR while creating backup archive: while dumping juju state database: rename /tmp/snap.
This controller is currently running Juju 2.9.32 and I'm trying to upgrade it to 2.9.42

FWIW, the lp:juju-upgrader is calling `juju create-backup` as follows:
