Bug Description

Tried to bootstrap EKS cloud and faced with the following problem

```
anvial@ubuntu-pc:~$ juju bootstrap eks eks
Creating Juju controller "eks" on eks/eu-north-1
Bootstrap to Kubernetes cluster identified as ec2/eu-north-1
Fetching Juju Dashboard 0.8.1
Creating k8s resources for controller "controller-eks"

ERROR failed to bootstrap model: creating controller stack: creating statefulset for controller: timed out waiting for controller pod: pending: -
anvial@ubuntu-pc:~$
```

How to reproduce:
```
eksctl create cluster --name test-eks --node-type "m5.large"
juju add-k8s eks
juju bootstrap eks eks
```

Versions:
```
anvial@ubuntu-pc:~$ eksctl info
eksctl version: 0.129.0
kubectl version: v1.26.1
OS: linux
anvial@ubuntu-pc:~$ juju version
2.9.38-ubuntu-amd64
```
