Bug Description
Removing a vault secret results in an error
$ juju exec --unit ubuntu/0 "secret-remove secret:
removing secrets: Error making API request.
URL: GET http://
Code: 403. Errors:
* 1 error occurred:
* permission denied
Removing individual revisions works however. eg
$ juju exec --unit ubuntu/0 "secret-remove secret:
