Allow manual clouds to be configured with ssh credentials

Bug Description

[FEATURE REQUEST]

At the moment, when adding or bootstrapping a manual cloud, Juju can only connect to the machine via the default ssh credentials for that device.

This means if a machine doesn't use the default credentials, the user can only add this cloud by configuring ~/.ssh/config

In my opinion, this is something we should be able to do in Juju, either adding a config option to the manual cloud itself, or supporting credentials

It would be nice also to be able to provide ssh options as well to allow the user to, say, disable StrictHostKeyChecking without messing with their ~/.ssh/config

This is specific to juju 3.x not 2.9
