Bug Description

After restarting 3 controller unit (juju 2.8.9) one of them started to show some exception in logs:https://pastebin.canonical.com/p/v4NhyHgPYn/

It's the prodstack-is PS5 controller so the logs are available at the usual place (timeline is 8th of June, around 14:40 UTC).

Were the exceptions transient?

The term "programming error" in the logs could be misleading, since I think this can happen on busy systems where the publisher of an event does not get a timely response.

I think also that juju 2.9 might make some improvements in throttling event publication if the receivers get busy.

Is this related to https://bugs.launchpad.net/juju/+bug/1942421 ?
I believe issues like this are fixed on the 2.9 series.
