controller cpu usage when idle

Bug Description

On Juju 2.9.30, I've bootstrapped a new lxd controller, with no added models, no applications, nothing. Nonetheless, looking at `top`, I can see that `jujud` is consistently using between 6-8% CPU, and `mongod` using 2-3% CPU.

This seems like a lot of CPU usage for a controller that is doing literally nothing. I can imagine if I had 10-20 idle controllers, my computer would start to get pretty slow. If I manually stop the lxd container with `lxc stop`, those system resources are freed again.
