Hi,

When deploying juju using the config for resource group name (--config resource-group-name=my-rg) for both the controller and the deployment model, juju will pickup machine-0 as a new machine in the model and attempt to provision it.

This results in a broken controller and dysfunctional cloud.

Deploy models into seperate resource groups,

The Azure provider requires that each model belong to a separate resource group. In the case where a user specified RG is not used, Juju creates one based on the model UUID.

We should add a check to ensure the user cannot incorrectly try and assign the same resource group to 2 models.

we could at least do a sanity check that we don't collide on the resource group so that it doesn't break things
