Bug Description

On a simple non-HA deployment to MAAS, I had a workload machine log this error:

machine-1: 11:52:26 DEBUG juju.worker.dependency "agent-config-updater" manifold worker stopped: resource permanently unavailable

This is a concerning worker to have shut down.

We have had another case noted by hmlanigan, so it is not a complete anomaly
