It seems like juju implicitly retried creating an lxd machine after a failed configuration, leading to `machine 5/lxd/6 failed to start: UNIQUE constraint failed: containers.name`.
We expected the LXD container to boot up and proceed with the layer deployment, however it failed to start and blocked the rest of the process.
